Orc Archers can shoot their arrows at any Hero in their line-of-sight. Use the same rules as a Hero with a bow.
You can use Orc minis for Orc Archers. When using them with regular Orcs, you should make them different in some way (paint, a cloth cape, a string for a belt, etc). Another idea is to use only Orcs with a certain type of weapons as Orc Archers.
